General Business
- Board packs were delivered both
electronically and in printed form this month.
Treasurer’s Report
- January financials looking good
- 2005 Annual Report should be ready on or
about March 8th
- Greg had a productive visit to the NWCM
offices, and had a positive impression of their operations.
- Greg returned the signature cards to Scott
Ongoing Business
- The board pack included a property manager
time log for the first time, something we have been asking for
- The ARC is still figuring out whether we can
specify a maximum size for satellite dishes; this is needed to finalize the violation letter
- The Board discussed possible alternate
mounting locations for satellite dishes – fences were ruled out, poles may
be ok if they are close to the house. Some townhomes may have no choice but to mount on
front.
- Status of bids:
- Entrance sign – accepted bid from
Architectural Metalcrafters (4 aye, 1 absent)
- Roof cleaning – accepted bid from Ken
Verhaalen to clean the exterior roofs, but not to do additional work to
the undersides (4 aye, 1 absent)
- Townhouse painting – accepted bid from
Olfstad Painting, but only to repair siding and repaint shutters (4 aye,
1 absent)
- Nest removal and cleanup – will ask Olfstad
Painting to do it, since it’s the same building
- Neighborhood Watch sign purchase – signs
have been ordered and are being sent to Krishna’s house
- Speeding on Orenco Gardens Drive continues
to be a problem; we will make
another attempt at having speed bumps installed
- Employees of the Providence Medical Center
at the corner of Orenco Gardens Drive and Elam Young Parkway East are
parking on OG Drive instead of in their own lot. This has become an inconvenience to some residents, and
the Board will send them a letter requesting that they park in their own
lot.
- Some of our “nature” trails have suffered
severe erosion and need repairs;
the Board will contact the City of Hillsboro, which is responsible
for their maintenance
- A private citizen requested handicapped
ramps for some intersections along Orenco Gardens Drive where they are
missing; they will be
installed by the City in April.
Committee Reports
- ARC – nothing except for the
items listed above
- LSC – nothing to report.
- Neighborhood Watch – An identity
theft training class was held on 2/6. The City has agreed to pay for installation of the
signs. A homeowner has
requested lighting for the mailboxes next to the park on Birch, so the
committee is researching solar lights.
- Government Affairs – nothing to report.
- Social/Newsletter – Social is planning a yard sale on
June 10th, and may team up with the NW committee for their
“Night Out” program the first week of August. The newsletter needs items from each of the committee
by 2/20, and will be published by 3/15.
- Website – forums are in testing phase and
will be announced next month.
- Pet – presentation to follow
General Open Forum
- Ray Alford – would like to see lights on the
Arbor Gardens sign (which, by the Board action taken above, will soon be
the Orenco Gardens sign). He
also mentioned that there is a home at 63rd and Chestnut which
continually has a yard filled with large children’s toys. He would like to see the board
adopt a policy on the appearance of the wood fences around our back
yards; some are fading and
weathering and are becoming unattractive.
- Dave Richardson – suggests a 3 way stop sign
at Alder to control speeding on Orenco Gardens Drive, and putting up 2 hour parking signs to make it
more difficult for the medical center people to park there.
- Ron Jones – has tried to report some parking
problems in his area to NWCM, but has had trouble getting his calls
returned.
- Miguel Colayco – asked about the current
satellite dish policy. After
Scott described it for him, he stated that the policy is “moronic”.
Pet Committee
Presentation
- Janine gave a presentation, prepared by the
Pet Committee, describing the results of the resident survey and recommendations
to the Board for dealing with the various issues reported.
- Ron Jones suggested that the uncollected
waste problem seems to be much worse in the winter; Janine agrees and feels that some
people may be mistaking moss and other winter debris for dog waste (which
does not change the committee’s feeling, based on the survey results, that
there is a “poop problem” in the community)
- Scott asked a homeowner to explain why she
feels her dog has a right to go to the bathroom in any common area. As it always does, this question
sparked a great deal of loud and angry debate.
- Several homeowners stated that they
purchased their homes because there were a number of parks and that all
were open to dogs, and that they would not have chosen this community if
they had realized the Board was going to be making pet-related
restrictions.
- The Board voted to extend the meeting
several times, to accommodate the discssion
- At the end of the discussion, Dennis told
Ravivan (a Pet Committee member) that he had seen her not pick up after
her dog. She objected
strenuously, and the debate continued for several minutes.
- After everyone calmed down, Janine made the
following motions:
- To require all dogs within our community to
be on leash whenever they are in the common areas (this includes open
garages and fenced front yards if dog is small enough to run out through
the fence). This strengthens
the Wahington County leash law, which only requires that dogs be “under
control”, which could include voice control, at all times. Passed, 4 aye, 1 absent
- To direct the Pet Committee to draft
letters for the Board to be sent to the Orenco Gardens Apartment offices
(a source of much of the dog waste) and for NWCM to send out in response
to complaints by residents.
Passed, 4 aye, 1 absent
- To direct the Pet Committee to research the
purchase and placement of signs, pet stations and garbage bins, to inform
and facilitate the rules that dogs must be on leash and picked up after,
and to report back to the Board.
Passed, 4 aye, 1 absent
- To lift the ban on the Rose Garden, which
is currently unpublicized and unenforced, as a gesture of good will while
the Pet Committee works on addressing the problems reported by
residents. Failed, 1 aye, 2
nay, 1 abstain, 1 absent
